Why Your Bank Declines Alipay Charges
When you see "Card Issuing Bank Declined" on Alipay, the payment request reached your bank β but your bank said no. Alipay isn't blocking your card; your bank is blocking the transaction.
There are three common reasons:
Fraud detection triggered
Your bank sees a charge from China and auto-blocks it. US banks (Chase, BoA, Citi, Capital One) are especially aggressive about this.
International transactions not enabled
Many cards ship with overseas or e-commerce payments turned off by default. You need to switch it on.
3D Secure check failed
Your bank requires a one-time passcode to approve the transaction, but Alipay's flow doesn't redirect to that screen.

The Hidden Cause Most Guides Miss: Personal vs. Merchant QR Code
Even if your card works perfectly, you may still get "Issuing Bank Declined" when scanning a QR code on the street or in a small shop. The reason: Alipay blocks foreign cards from paying personal collection codes.

- Enable "International purchases" and "Online transactions"
- Try your Alipay payment again immediately

If nothing else works, Alipay's Tour Card lets you top up a prepaid RMB balance using your foreign card. Once topped up, you pay from that balance β no more bank-side checks on each transaction.

My card works for other international payments β why does Alipay fail?
Alipay charges appear to your bank as transactions from China with an unfamiliar merchant name ("Ant Group" or "Alipay"). Many banks flag this as suspicious even if other overseas transactions go through fine. A quick call to your bank usually resolves it.
I called my bank and they said it's fine β but it still fails.
