Alipay "Card Issuing Bank Declined" Error

Updated April 2026

Quick Answer

Your card is fine. Your bank saw an unfamiliar charge from China and blocked it. Call your bank, ask them to unblock Alipay/Ant Group transactions — most users are fixed in under 5 minutes.

Why It Happens

🚨

Bank fraud block (most common)

Your bank's security system auto-blocks unfamiliar China-origin charges. US banks (Chase, BoA, Capital One) are especially aggressive. One call fixes it.

📵

Personal QR code (often missed)

Alipay blocks foreign cards from paying personal collection codes (street vendors, taxi drivers). This looks identical to a bank decline. Fix: ask the merchant to scan your phone instead.

🔒

International payments disabled

Many cards ship with overseas/online transactions off by default. Check your banking app under Card Controls.

Fix in 3 Steps

  1. 1

    Call your bank

Say: "I'm travelling in China and my card was declined on Alipay (merchant: Ant Group). Please approve transactions from Chinese merchants through [your return date]."

Also works via in-app chat or secure message. Takes 5–10 minutes.

  2. 2

Enable international transactions in your banking app

Card Settings → Transaction Controls → turn on "International purchases" and "Online transactions". Try your Alipay payment again immediately after.

  3. 3

If still failing at a small shop — reverse the scan

Open Alipay → tap "Pay" → show your barcode to the merchant. This bypasses the personal QR code restriction entirely.

Still failing after the 3 steps?

  • Turn off VPN — Alipay blocks payments if your IP is outside China
  • Try a different card — Wise and Revolut physical cards have far lower decline rates than traditional bank cards
  • Top up Alipay balance at airport — Beijing, Shanghai, Guangzhou, Shenzhen & Chengdu airports have cash top-up counters; paying from balance works everywhere
  • AmEx / prepaid / virtual cards — these are often not accepted by Alipay regardless of bank settings
